2019 Downtown Art Festival – Film Fest Rules and Regulations

The Downtown Art Festival Film Fest is produced by the Business Improvement District. The Business Improvement District has adopted the following rules and regulations, and at any time may amend, delete, or modify these to meet the needs of the festival. In order to promote the festival and the community, we ask that all participants in the Downtown Art Festival treat customers, staff, and volunteers with courtesy to foster community and cooperative involvement.

Infractions of any rule and/or regulation will be cause to suspend artist’s participation privileges. The Downtown Grand Junction Event Management Team has full authority to deny any and all privileges.

Operating Hours, Dates, and Location:

  • The Downtown Art Festival will be October 4, 5, and 6, 2019
  • On Friday, the festival will kick off with First Friday at 5pm. The street will NOT be closed and expo artists will not have booths on display.
  • On Saturday, the expo will run from 11:00am to 3:00pm. The street WILL be closed and expo artists will have booths on display.
  • On Sunday, the Grand Junction Film Festival will run from 1:00pm-7:00pm at the Avalon Theatre (645 Main St, Grand Junction, CO 81501). The street will NOT be closed and festival expo artists will not have booths on display

Filmmaker Qualifications:

  • The Downtown Art Festival Film Fest is a juried event.
  • All work must be original and be produced directly by the filmmaker.
  • Please advise the content of the submitted works, as this event is family friendly.
  • The Downtown Grand Junction Event Management Team and the Creative District Committee make the final selection of participating films.

Film Submissions:

  • Film applications open on Friday, July 7, 2019 and close on Thursday, September 5, 2019 at 11:59pm. Jury selection will take place on September 6. Artists will be notified if they are accepted into the festival the week of September 9. If the film is selected, the film representative will receive 2 free tickets to the Film Fest. The application can be found on the Downtown GJ website.
  • Submissions must be accompanied by the applicable submission fee PER ENTRY and a completed online entry form. All films must be in English or have English subtitles at the time submitted.
  • Films must be submitted as an online streaming video via Vimeo.
    • If password protected, enter the password on your application and email the password to
      GrandJunctionFilmFestival@gmail.com with the title of your film and your name immediately. If
      the Festival is not notified of the password, and the link is found to be inactive or the password
      to be incorrect, the submission may be deemed ineligible.
  • GJFF screens films as digital files during the Festival and does NOT screen films on Blu-Ray, HD-CAM, or DCP. If you are unable or unwilling to provide us your film as a downloadable digital file for exhibition, DO NOT SUBMIT your film.
  • Filmmakers are allowed to submit more than one film, and the Festival may choose to screen more than one film by the same filmmaker.
  • If you have extenuating circumstances that prevent you from applying during the submission period, please email us directly at GrandJunctionFilmFestival@gmail.com.

Originality and Permissions:

Films must be the original work of the applicants. If a film is based upon another person’s life or upon a book or other underlying work, applicant(s) must secure any necessary rights to make such adaptations. However, it is not necessary to submit the adaptation rights agreements to the Festival. Neither the Festival nor its jurists investigates or attests to the authenticity of an applicant’s statement of authorship or rights secured. By entering the competition, you represent that you have secured all necessary rights. Applicants are solely responsible for obtaining all necessary rights and permissions for third-party materials included in their films, including but not limited to music, trademarks, logos, copyrights, and other intellectual property rights. Downtown Grand Junction expressly disclaims all liability or responsibility for any violations of the foregoing.

Filmmaker Entry Fee:

Filmmakers are responsible for paying the application fee at the time of application. The application fee for the 2019 Film Fest is $10.00. Once an entry payment has been received Downtown Grand Junction cannot provide a refund. If a payment is disputed by an entrant for any reason, the entrant may be subject to any transaction fees or similar amounts incurred by GJFF in connection with the dispute. All payments are made on the application form through the Downtown GJ website.

General Rules:

  • NO PETS ALLOWED AT ANY TIME due to health and safety reasons.
  • No smoking is allowed at the Festival or within the perimeters of the event.
  • All filmmakers, cast, persons, etc. participating in the Festival must comply with all rules. Non-compliance may result in immediate expulsion from the Festival and future Festival.
  • Submitting your film does not guarantee that the film will be an official selection or played at the Festival. The Downtown Grand Junction Event Management Team reserves all rights to decide what films will be accepted and screened during the Festival. All applicants will be notified of acceptance into the Festival the week of September 9.
  • The number of films allowed into the Festival is determined by the event management staff, who reserves the right to limit the number of films screened at the event.
  • Downtown Art Festival staff members reserve the right to take pictures and/or videos for promotional use.

Standards of Conduct:

  • Be knowledgeable about your film and willing to discuss the film with attendees, other filmmakers, etc.
  • Unreasonable, outrageous, or disruptive activities and behavior are prohibited.
  • Be courteous, professional, and presentable at all times. Smoking, yelling, hawking, throwing of objects, swearing, name-calling, slanderous remarks about others, or negative comments about other people and/or films will not be tolerated.
  • Filmmakers experiencing difficulty with attendees or other participants are encouraged to refer the matter to the Downtown Grand Junction Event Management Team.
  • Complaints about other filmmakers or the Festival Rules and Regulations must be made in writing to the Downtown Grand Junction Event Management Team.
  • Distribution of printed materials (other than pre-approved vendor brochures), petitions, or political or religious advertisements is disallowed.
  • Committing a criminal act will cause immediate expulsion from the Festival and is subject to appropriate legal action.
  • Loitering or solicitation is strictly prohibited.

Discipline or Removal of a Filmmaker from the Festival:

  • Artists who do not comply with the Festival rules and regulations shall forfeit screening privileges at the festival and may be subject to fines, penalties, and in some cases, immediate action.
  • A filmmaker may be removed or suspended from the Festival or have screening privileges in the Festival limited by the Downtown Grand Junction Art Festival for any of the following reasons:
    • Failure to obey and conform to State, local government, or Downtown Grand Junction Art Festival Film Fest rules and regulations.
    • Behavior that obstructs any other filmmaker’s commerce or ability to conduct business.
  • If Downtown Grand Junction Art Festival receives a written complaint pertaining to questionable quality, conduct, or business practices about an artist, the following actions will be taken:
    • The written complaint will be given to the artist, including the date, time, and nature of the complaint.
    • A second complaint may result in permanent removal from the festival and future festivals.
    • Artists are required to satisfy any complaint in any circumstance.

By completing the application, the applicant acknowledges that they understand all terms and conditions above and agrees to abide by all above.
